Kazakh President Signs Law Introducing Per-Capita Funding for Youth Sports Schools

President Kassym-Jomart Tokayev has signed a new law establishing a per-capita financing model for children and youth sports schools (DYuSSh) across Kazakhstan. This reform significantly increases state funding allocated per young athlete.
Under the new system, approximately 415,000 tenge will be allocated annually for each student athlete, a substantial increase from the previous figure of 233,000 tenge. The updated funding mechanism is scheduled to take effect starting in 2026.
The legislation also includes provisions to boost coaches' salaries. Instructors who complete advanced qualification programs will see their wages increase by 30%.
Currently, Kazakhstan's sports landscape is supported by 526 youth sports schools, which provide training for nearly 400,000 children. To further develop the sector, a total of 74 billion tenge has been earmarked for investment through 2028.
Infrastructure development is progressing alongside these financial reforms. In the Atyrau region, a modern boarding school for gifted athletes is being constructed through a public-private partnership (PPP).
The comprehensive package of measures aims to cultivate future champions while simultaneously promoting mass participation in sports among the nation's youth.
